Mayor Adams Unveils Plans for 395 Flatbush Avenue, Brooklyn's Second-Tallest Residential Tower

Mayor Eric Adams has announced a major new residential development in Downtown Brooklyn that would dramatically reshape the skyline. The proposed project at 395 Flatbush Avenue Extension calls for the demolition of a seven-story office building and the construction of a soaring 72-story residential tower reaching 840 feet in height. Once completed, it would become the second-tallest building in Brooklyn, following the 1,066-foot Brooklyn Tower at 9 DeKalb Avenue.

The development is being led by Rabina and the Park Tower Group, which control the property through a long-term ground lease with the city. The proposed tower will include approximately 1,263 housing units, of which between 253 and 379 will be permanently affordable for residents earning at or below 80 percent of the area median income. This aligns with the mayor’s broader efforts to expand housing access throughout New York City.

To move the project forward, the city is seeking a rezoning of the site that would allow for a higher floor area ratio (FAR) of 21.8. This would make it one of the first major residential developments to utilize the recently lifted cap on residential density, setting a precedent for future projects across the five boroughs.

In addition to housing, the proposal includes improvements to the public realm, with plans to enhance sidewalks and open spaces around the site. The area sees heavy foot traffic and serves as a gateway to the neighborhood, and city officials emphasized the importance of making the streetscape more inviting and accessible.

A public scoping meeting is scheduled for June 5, where community members and stakeholders will have the opportunity to weigh in on the environmental review process.

The tower at 395 Flatbush Avenue Extension represents a bold step in the administration’s push to create more housing in areas with strong transit access, economic activity, and development potential.
